Job scope: Performs highly advanced (senior-level) budget
preparation and financial analysis work.
Work involves planning, organizing, coordinating, and evaluating fiscal
activities; and analyzing and reviewing budget requests. Prepares and presents
reports to Board, Executive and Management staff. Focus is on Federal grant and Core Health
compliance, analysis and reporting and other strategic growth opportunities. May plan, assign, and/or supervise special
projects. Works under minimal
supervision, with extensive latitude for the use of initiative and independent
judgment.
Education/licensure:
Graduation from an accredited four-year college or university with major course work in accounting, finance, business or public administration, or a related field. Certified Professional Accountant or Certified Management Accountant credential required.Experience/Knowledge:
Experience in governmental accounting including budget preparation and analysis, financial management, and performance measurement reporting work. Knowledge of Governmental Accounting Standards Board (GASB) and Texas Grant Management Standards, OMB A-87 circular requirements for accounting, budgetary, and management principles, practices, and procedures; and of legal restrictions governing allocation of funds. Skill in analyzing financial data and presentations.
Ability to monitor and report on performance measurement; to analyze management problems and develop and present alternative solutions; to coordinate the gathering and analysis of data; and to plan, assign, and/or supervise the work of others. Ability to communicate in English.Physical requirements that are bona fide occupational qualifications essential to the performance of the job:
Ability to sit for prolonged periods of time. Visual acuity to read from various formats including printed regulations, numerical reports, and computer screens.
