Program Manager II | Texarkana

Job scope:

Oversees clerical and clinical systems for Bowie, Cass, and Red River Counties in the Child and Adolescent Outpatient Services program. Provides clinical supervision to a team of Qualified Mental Health Professionals and Licensed Counselors and Social Workers, and oversight of administrative employees and prescribers schedules. Ensures that HHSC contracted services are provided according to HHSC contract standards.  Ensures that non-HHSC services are provided according to center standards.  Ensures that proper staffing patterns are maintained.  Promotes services in the community. Coordinates with internal and external programs to meet needs of families served.  Collaborates with Children's Division leadership to ensure that the system meets programmatic need.  Corresponds with school systems to ensure healthy working relationship.

Education/licensure:

Degree from an accredited college or university with an approved major which meets state requirements for QMHP (Master's preferred).  Independently licensed; LPC, LMFT, LCSW (preferred).  Prefer to have work history that includes supervisory and budgetary experiences. Current valid driver's license in state of residence (required). 

Experience/Knowledge:

Ability to plan, organize and direct the work of others.

Ability to gather, assemble, correlate and analyze facts and devise solutions to administrative problems.

Ability to comprehend and implement program goals, objectives and operations and to relate these to administrative objectives and missions.

Ability to develop, install, and evaluate administrative policies and procedures.

Ability to exercise judgment and discretion in applying and interpreting departmental policies and procedures.

Ability to establish and maintain effective working relationships with other staff, administrative personnel and officials and the public. 

Must have communication skills sufficient to create and maintain professional relationships with staff/consumers/parents and other professionals in related agencies.

Must maintain compliance with all standards of contractual specification, mandatory training, safety programs, clients' rights, licensing/certifications, educational requirements, professional/ethical conduct, and any other standards as required of the position.
